CCEI GovEx™ 5E Model

Public Governance & Urban Leadership Competency Framework

The GovEx™ 5E Model, developed by the CCEI Public Governance & Urban Leadership Academy, is a comprehensive framework designed to address a central challenge facing governments today: enhancing professionalism and institutional performance. This includes strengthening policy capacity, management effectiveness, accountability, and ethical standards in an increasingly complex and digital world.
