For Professional Certification Programs
1. Purpose of the Framework
This framework provides a unified foundation for the design, delivery, and assessment of CCEI's global certification programs. It ensures each certificate aligns with international principles, ethical conduct, and sector-specific competencies across Culture & Heritage, Education & Science Management, Governance, Business & Leadership, and Career Development.
2. Global Knowledge Base
All CCEI certifications are based on a rich knowledge base informed by:
- UNESCO Cultural Conventions & ICOM/ICOMOS Standards
- OECD Public Governance and Education 2030 Framework
- UN SDGs, especially 4, 8, 11, 16, and 17
- ISO Guidelines for management and government systems (e.g., ISO 21001, ISO 18091)
- World Bank, WIPO, and NSF standards
- Academic & Industry Research in education, leadership, innovation, and public policy
- Design Thinking, AI Readiness, and Cultural Intelligence (CQ) frameworks
3. Core Ethical Principles
All certified professionals and participants are expected to uphold:
- Integrity and Transparency
- Cultural Respect and Diversity
- Equity and Inclusion
- Sustainability and Innovation
- Community and Social Responsibility
4. CCEI Competency Domains
Each program is aligned with at least 3 of the 6 domains:
- 1. Global Knowledge & Cultural Literacy

→ Technology integration in cultural, education, business, and governance sectors. - 6. Future & Life Design Thinking
→ Personal/career planning, entrepreneurial mindset, and lifelong learning.

- Modular curriculumwith self-paced or guided learning

- No formal accreditation—issued under CCEI’s proprietary framework
7. Continuous Improvement
- Annual review of standards with updates from global organizations
- Advisory Board and expert consultation across program categories
- Learner feedback and industry alignment mechanisms
